Taiwan Joins Asia Pacific Road User Charging Alliance to Drive Regional Innovation and Cooperation

During the 2025 Smart Mobility Summit in Taipei, Dr. Shih Yi-Fang, President of ITS Taiwan and Chairman of CECI Engineering Consultants, Inc., Taiwan, joined the signing of the Memorandum of Understanding (MOU) establishing the Asia Pacific Road User Charging Alliance. This milestone underscores Taiwan’s commitment to advancing intelligent transportation through regional collaboration.


The establishment of the Asia Pacific Road User Charging Alliance marks a significant step forward in promoting Road User Charging (RUC) and other smart mobility solutions across the region. Initiated jointly by ITS Taiwan, ITS Thailand, ITS India Forum, and ITS New Zealand, the alliance aims to unite key transportation organizations and industry leaders. By fostering collaboration and sharing practical experiences, the alliance will address challenges related to road pricing and traffic management while promoting knowledge exchange, policy development, and the implementation of intelligent transportation solutions tailored to regional needs.


Dr. Shih emphasized the strategic importance of Taiwan hosting the ITS World Congress in September 2029, under the theme "Harmonizing an AI-Driven ITS World." He expressed confidence that Taiwan’s participation in the alliance will strengthen regional cooperation and accelerate the development and application of smart transportation technologies across the Asia Pacific. Additionally, Taiwan’s contributions are expected to provide valuable insights for global intelligent transportation advancements.


As part of the MOU, alliance members will take turns hosting the Asia Pacific Road User Charging Alliance Forum. This platform will facilitate dialogue among policymakers, industry experts, and transportation organizations, fostering discussions on challenges and innovative solutions. The initiative aims to usher in a new era of closer cooperation in the transportation sector, paving the way for smarter and more efficient road pricing policies. Ultimately, this collaboration is expected to yield long-term benefits for governments, operators, and road users, contributing to sustainable national development across the region.
